Cannot select bounding box under another bounding box

In the screenshot provided, I cannot select the four-way arrow on the green “toy” bounding box to move it because it is considered underneath the red “dog” bounding box. I can move the red box out of the way to access the green box, but I didn’t think this was the intended behavior.
